The useful version of this answer

Resurfacing means bonding a thin layer of new material over an existing slab. On the right slab it restores a worn surface without the cost and disruption of breaking concrete out. On the wrong slab it is money spent hiding a defect for a season.

The dividing line is simple: is the slab itself sound? If the concrete beneath is stable, uncracked, properly supported and draining correctly, and the problem is confined to the top few millimetres, an overlay can be reasonable maintenance. If any of those are untrue, resurfacing does not address what is actually wrong.

Where it stops being an option entirely

If NYC DOT has cited the flag, resurfacing is not on the table. Section 19-152 defines patchwork to include less-than-full-depth repairs to all or part of the surface area of broken, cracked or chipped flags, and patchwork is a defect, not a remedy. DOT's Street Works Manual separately states that patching of individual flags is not permitted and that flags with substantial defects must be replaced.

Applying an overlay to a cited flag can make things worse

You keep the original defect, add a patchwork condition on top of it, and spend money that does nothing toward your 75-day deadline. If a contractor proposes resurfacing to clear a violation, that is a reason to get a second opinion.

Why concrete surfaces scale in the Bronx

Surface deterioration here is overwhelmingly a winter phenomenon:

  • Freeze-thaw cycling: water absorbed into the surface freezes, expands and lifts thin flakes away. The Bronx delivers dozens of these cycles a season.
  • De-icing salts: accelerate the same process and attack the paste holding the surface aggregate.
  • Finishing practice: concrete overworked at the surface, or finished and sealed while bleed water is still present, starts life with a weak top layer that scales early regardless of weather.

That last point matters when you are deciding what to do next. If the slab scaled because it was finished badly, an overlay on the same substrate can debond. Understanding why it failed is part of deciding whether resurfacing is worth doing at all.

How we assess it

  1. Check for a violation firstIf flags are cited, we tell you plainly that resurfacing will not clear it.
  2. Sound the slabHollow areas, movement under load and rocking indicate the problem is below the surface.
  3. Check drainageA flag that ponds is a listed defect regardless of how good its surface looks. An overlay that does not correct the fall leaves the defect in place.
  4. Look at the joints and crackingFull-depth cracks, particularly joint to joint at 1/4 inch or wider, put the flag in replacement territory.
  5. Give you the honest recommendationOverlay where it genuinely fits; full-depth replacement where it does not. We would rather lose a small job than sell one that fails.

What replacement involves instead

Where the assessment points to replacement, the flag comes out full depth and is rebuilt to specification: a 4-inch concrete course on a 6-inch foundation, 7 inches through driveways and corner quadrants, flags at 5' x 5' where feasible, expansion joints at 20-foot intervals sealed to full depth, and a fall toward the curb of between 1 and 3 inches per 5 feet. That is the version that both lasts and passes inspection.
